Los Angeles: Foothill Area Homicide Detectives are investigating the murder of 55-year old Jubenal Guillen.
On Wednesday, August 13, 2008, at around 2:15 AM, Foothill Area patrol officers responded to a shooting call in the area of Kelowna Street and Kewen Avenue in Pacoima.
Upon arrival, they discovered the victim, Mr. Guillen lying face up, dead from multiple gunshot wounds. Responding detectives' immediate follow up investigation resulted in the arrest of 58-year old Raymundo Serrato. Serrato was arrested and booked at Foothill Station for murder.
Preliminary reports indicated that Serrato, a neighbor to the victim, awoke in the early morning hours and confronted the victim regarding loud noise. The confrontation became a struggle then Serrato shot and killed the victim.
The weapon is in custody and there are no outstanding suspects.
Serrato's bail was set at $1,000,000.

The Chief of Police, the Mayor and most city authorities should also be in jail along with the man driven mad by the constant booming.
Those in authority have done nothing as these audio terrorists have destroyed any peace and quite in any quarter of our cities.
For many of us life has become hell in our cities just because these animals are given free reign by worthless authorities to destroy any enjoyment of our homes.
Get some more chalk, you will be drawing more body outlines because of your total criminal neglect in this matter. I grew up in that area and can imagine the total hell it has become, probably not an instant of silence from Sylmar to Verdugo Hills. You can hear these boomcars for over a quarter of a mile now. (Some have speakers weighing over 300 lbs with 10,000 times more power than a factory car stereo). When will it be too loud? When you can hear it from one half a mile? What the hell is the matter with all of you?

This is sad. It's sad for a whole host of reasons. We need to see this problem from not just another murder or noise complaint gone wrong. But rather from another angle perhaps all together.
Perhaps it is time for Los Angeles as a city, government and community to rethink the sound ordinance, noise pollution issue. This is really not a nuisance anymore with the type of volume or decibles (sp?) or tolerance or laws that allow such behaviors to occur. The science is there, it proves that long term exposure to various levels of noise or sounds do cause central nervous system breakdowns, soft tissue damage, even bone structure damage, as is evidenced by the World Health Organization.
We've even seen loud music and noise used to torture US prisoners of war at Guantanamo and Abu Graib (they've used Britney Spears songs among some of the choice products to harm inmates.)
This is not the first time this sort of tragedy has occurred within the city of Los Angeles. And yet, nothing changes in regards to this public health issue.
We may see more and more of this type of violent kneejerk reaction occur as the unwanted invaders are allowed to penetrate our homes and our mental well being.
It's time to do make changes. I wonder if and when those changes will take place.

It may well be the suspect was driven mad by the noise, but did the victim deserve to die? What about this man's family? There have been many instances when a neighbor's loud music or dog's incessant barking has driven me up the wall, but not once have I thought of murdering them. Perhaps, I believe "Thou shall not kill."
