stop these high speed chases that kill innocent citizens, all over a stolen vehicle or some other minor infraction.

This incident has absolutely nothing to do with the police department. They were not in a high-speed chase when this victim was killed. An individual who is currently being looked for hit the victim, and failed to stop. The police responded when they received a call from other people, they were not there when the incident happened. Please read things thoroughly.
