On Thursday December 6, 2012 Chief of Police Charlie Beck held his monthly media availability to discuss several issues with members of the press. Chief Beck provided crime statistics and discussed the expansion of the Department’s Lock it, Hide it, Keep it campaign developed to address property crime in the City.
Chief Beck recognized the heroic actions of Sergeant Roland Fogel and Officer Leroy Alley, Foothill Division, who resuscitated an infant child who had fallen into a toilet. LAPD officers and their rescued and adopted dogs joined Chief Beck in unveiling the 2013 Voice for the Animals Calendar.
Los Angeles:
A partnership between the Los Angeles Police Department (LAPD) and
Hermosa Beach Police Department (HBPD) has been formed to help raise
funds for a child’s desperate fight against cancer.
Jasmine Faulk, the daughter of an HBPD Officer, was diagnosed with a
rare form of cancer and is courageously beginning her road to recovery.
Over the next year, she will receive several costly and debilitating
chemotherapy and radiation treatments.
To help Jasmine and her family cope with her ordeal, the LAPD Olympic
Area station (1130 South Vermont Avenue, Los Angeles 90006) will host a
fundraising barbeque lunch today from 11 a.m. to 5 p.m. featuring
chicken or steak taco plates for $7 each. Pre-sale tickets are also
available at the Olympic Area Community Relations Office (CRO). Those
unable to attend may also contribute to this worthy cause by making a
much-appreciated donation at the Olympic Area CRO, with checks made
payable to Jasmine Faulk.

Los Angeles:
Los Angeles Police Department Van Nuys Area detectives are asking for
the public’s help to apprehend two men who robbed two employees of a
local church who were transporting money.
On Dec. 3, 2012, at about 3:30 p.m., three suspects drove a compact
vehicle into a parking lot at Church on the Way on Sherman Way in Van
Nuys, got out of their car and confronted the employees as they
transported money for the church. The masked robbers also hit one
employee on the head as they removed cash from the employees’ vehicle.
The suspects then returned to their car driven by the third suspect.
After the robbery, the suspects drove south from the location. The only
description of their vehicle is a grey, four-door compact with a
dealer paper plate on the rear.
The suspects are described as 25- to 30-year-old males of unknown
ethnicity standing about 5 feet 7 inches tall and weighing about 130
pounds. All were wearing dark clothing.
Detectives have few leads on the investigation and urge anyone with

Los Angeles: LAPD Hollenbeck
Area Burglary Detectives are asking for the public’s help to identify
the suspect involved in a series of commercial burglaries that have
occurred in the past week in the Boyle Heights area along the Cesar
Chavez corridor.
On November 28, 2012, around 8:30 a.m. Hollenbeck Area officers
responded to a burglary investigation in the 2800 block of Cesar E.
Chavez Avenue. When officers arrived they discovered the business had
been broken into and the suspect had gain entry by smashing the glass
front door.
Video surveillance shows the suspect entered through the front door.
Once inside, the suspect can be seen going to the cash register, opening
the cash drawer and removing money. The suspect is also seen taking
cigarettes and lottery tickets. The suspect left the business through
the smashed front door panel.
The suspect is described as a 45 to 50-year-old Hispanic male with grey
hair, wearing dark clothing. He stands 5 feet 8 inches to 5 feet 10
inches tall and weighs 150 to 160 pounds. Video can be viewed at

• Police Commission Vice President John Mack said he, along with Commission President Andrea Ordin and Police Chief Charlie Beck, attended the swearing-in ceremony for new Los Angeles District Attorney Jackie Lacy at the Galen Center. Commissioner Mack said it was a significant event because Ms. Lacy is the first woman and African-American to be elected District Attorney.
• Police Commissioner Robert Saltzman said he regretted he could not attend but added Ms. Lacy is a proud University of Southern California alum.
• Police Chief Charlie Beck thanked the Commissioners for attending the swearing-in ceremony. He also said it was a difficult weekend with regards to homicides but added the Department is striving to finish the year with less than 300 homicides. Chief Beck completed his comments by stating the history of the police reserves exhibit is now open at the LAPD Historical Society Museum in Highland Park.
• The verbal presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within Rampart Area was given by Captain Steve Ruiz. Captain Ruiz informed the Board their C-PAB currently has 25 members with sub-committees dealing with crime, traffic, youth, and membership. He stated some of the goals of the C-PAB are to continue recruitment, work with Senior Lead Officers, start a citizen patrol, and further develop the Youth C-PAB.
• The Department’s report, dated November 26, 2012, relative to the request for approval of Bode Technology Group, Inc., DBA Bode Technology, to provide forensic DNA analysis services, was approved and transmitted to the Mayor and City Council.
• The Department’s report, dated November 26, 2012, relative to the request for approval of Sorenson Forensics LLC., to provide forensic DNA analysis services, was approved and transmitted to the Mayor and City Council.

Lieutenant Bert Mora informed the Board 16 total objectives were reviewed with 15 receiving a 95% compliance rate or higher. The final objective received a 94% compliance rate and the overall audit was up to standard.
• The Department’s report, dated November 29, 2012, relative to the Ethics Enforcement Section quarterly report, third quarter, 2012, was received. The Board directed the Office of the Inspector General to submit an analysis of this report along with any appropriate recommendations to the Board.

Los Angeles: Los Angeles Police Chief Charlie Beck announces the arrest of four suspects in connection with the Northridge murders that occurred this past Sunday morning.
On Tuesday, December 4, 2012, Los Angeles Police Chief Charlie Beck spoke at a news conference and announced that his Robbery Homicide Division investigators had arrested four suspects who have been tied to the murders of four people in Northridge this past Sunday, December 2, 2012.
Sunday morning around 4:25 a.m. Devonshire Division patrol units responded to a 911 emergency call of a shooting at 17441 Devonshire Street in Northridge. The responding officers discovered four victims of a shooting laying on a walkway near the side of the residence. It has been determined that the victims died as a result of gunshot wounds.
Chief Beck explained that his “investigators have worked around the clock since the murders and were able to develop information and leads that pointed them in the direction of four individuals implicated in the heinous crime that took the lives of the four victims.”
The investigation revealed that the victims had been visiting friends at that residence when they were confronted and fatally shot by the suspects. Robbery Homicide investigators developed information that the suspects fled to Las Vegas, Nevada. Through the investigative efforts of Robbery Homicide Division, detectives and the Las Vegas Safe Streets Criminal Apprehension Team, which is comprised of the Henderson Police Department, Las Vegas Metro Police Department and the FBI, were of great assistance and helped investigators as they zeroed in on the suspect’s location. The four suspects were located at the Silverton Hotel and Casino where they were taken into custody without incident on Monday afternoon, December 3rd, around 2:00 p.m.
The investigation involved 16 Robbery Homicide detectives who have worked tirelessly for 43 hours in order to track down and take these suspects into custody. The Henderson Nevada Police Department Crime Scene Investigations provided significant assistance in processing the crime scenes in Las Vegas and their support is greatly appreciated. Detectives are working closely with the L.A. County District Attorney’s Office, Major Crimes Division to return the suspects to California.
The following suspects have been arrested and booked in connection with these tragic crimes: Ka Pasasouk, 31 of Los Angeles was arrested for Murder (187 PC), Howard Alcantara, 30 of Glendale was arrested and booked for Robbery and Aiding a Felon (211/32 PC), Donna Rabulan, 30 of Los Angeles was arrested for Aiding a Felon (32 PC), and Christina Neal, 31 of Los Angeles also arrested for Aiding a Felon (32 PC). All four suspects will be held in Nevada pending extradition proceedings.
Investigators continue to work on the case and much work is yet to be done. Investigators are still seeking information on this case and ask that anyone who may have information about these murders or the suspects who have been arrested, to contact Robbery Homicide Division at 213-486-6850.
Los Angeles:
On November 27, 2012, at 9:51 a.m., LAPD Foothill Officer Leroy Alley
was patrolling alone in the area of Laurel Canyon Boulevard and Roscoe
Boulevard. He received a radio call of a screaming woman in the 8200
block of Laurel Canyon Boulevard. When Officer Alley arrived at the
scene, he got out of his car and canvassed the area looking for any
victims outside of the location. He was immediately alerted that the
call was a medical emergency. Foothill Sergeant Roland Fogel heard the
call and also immediately responded to the scene.
As Sergeant Fogel and Officer Alley entered the front gate of the
residence a woman came running out of the house holding a small female
baby in her arms. The officer could barely get inside the gate as the
woman handed the child over to Officer Alley begging for him to save the
lifeless baby. She told the officers that the baby fell into the
toilet. She tried everything to resuscitate her daughter with CPR but
was unsuccessful. “The baby's hair was dripping with water, her face
was blue and her eyes were rolled back, she wasn’t breathing,” said
Alley.
Sergenant Fogel, a former firefighter, immediately called for a rescue
ambulance. Alley immediately placed the baby face down on his right
forearm with her head resting in his palm in an attempt to expel water
from the child’s lungs. Both officers began patting and rubbing the
baby’s back in attempt to get a response. Within 15 seconds of Fogel’s
and Alley’s actions the baby regained consciousness and began crying. A
relieved Fogel explained “When the baby started crying it was just an
extraordinary feeling for both of us.”
Sergeant Fogel immediately held the baby and began comforting her and
rubbing her back while Officer Alley kept the mother calm and prepared
her to go with the ambulance. Officer Alley also tended to the woman’s
3-year-old child. The baby was airlifted from a local high school
parking lot and taken to Children’s Hospital where she was treated and
released. Thanks to the heroic efforts by these two LAPD officers the
child is alive and in good condition back at home with her mother.
Foothill Lieutenant Patty Blake explained “If it had not been for the
quick thinking of Sergeant Fogel and Officer Alley, this story may have
had a much different ending.”

Los Angeles:
Los Angeles Police Department’s detectives are asking for the public’s
help in locating information about individuals responsible for a series
of cargo thefts in the Los Angeles Area. The thefts have included baby
furniture, toys, electronics, beer, pharmaceuticals and copper metals.
In 2012, cargo thieves in the greater Los Angeles area (specifically the
San Fernando Valley) have been stealing container loads from trucks
parked in secure facilities, containers parked at various locations and
unsuspecting shippers. Related thefts being investigated have also
occurred in the cities of Compton, Santa Clarita, and Vernon. Lost and
stolen freight have cost millions of dollars in property loss.
Detectives have arrested six individuals, but need the public’s
assistance in locating additional suspect information and associated
cargo crimes. The individuals arrested recently include San Fernando
Valley residents: 40 yr old Toros Tufenjian, 23 yr old Movses
Dermishyan, 26 yr old Akop Amalyan, 40 yr old Artak Harutyunyan, 39 yr
old Ara Hayrapetian and 38 yr old Miguel “Angel” Moreno.
The most recent incident occurred on November 27, 2012, in Chatsworth at
Nordhoff St and Eton Ave in Topanga Division. Patrol officers arrested
four males attempting to steal cargo from a semi-trailer parked at the
location. It was determined that the suspects belong to an Armenian
organized theft ring. Two of the suspects were arrested in July in the
city of Vernon for the same crime. Three of the suspects have posted
bail, and the fourth is being held on a felony no bail arrest warrant
for a narcotics violation.
Detectives from the LAPD Commercial Crimes Division, Cargo Theft Unit
are conducting a widespread investigation into these crimes. We are
requesting the assistance of all community members in the apprehension
