Notes from the June 25, 2013 Weekly Police Commission Meeting

• Police Commission Vice President John Mack said he attended the West Bureau African-American Community Forum with fellow Police Commissioner Rafael Bernardino.  He said there was a good turnout and an overall good evening.

• Police Commissioner Robert Saltzman stated he attended the Hollywood Area press conference last week in response to the brutal attack on a transgender individual.  He said the suspect was taken into custody and thanked the involved officers for their hard work.

• Police Commissioner Rafael Bernardino attended the Valley Bureau Hispanic Forum and said there were a lot of good ideas discussed on how to serve the Hispanic community.

• Police Chief Charlie Beck offered the Board an update on the two Wilshire Division officers who were ambushed in an early morning attack in front of the station.  He said all Department facilities were on heightened alert and the investigation was ongoing.

• The Department’s report, dated June 17, 2013, relative to the review of investigations surrounding the termination of Christopher Dorner, as given by Police Administrator Gerald Chaleff, was approved. Mr. Chaleff said he reviewed all documents involved with the complaint and subsequent investigation.  He found everything involved with the case to be done appropriately and thoroughly.  Mr. Chaleff also informed the Board this report was the first of three related to the Dorner investigation.  The next one will review the discipline and employee relations procedures of the Department and the third will be a review of the personnel complaints of those officers who requested their case be reviewed.

• The Inspector General’s report, dated June 21, 2013, relative to the review of Christopher Dorner files, was approved.  Inspector General Alexander Bustamante said everything that was done in the case was appropriate.

• The Department’s report, dated June 14, 2013, relative to the Public Safety Committee inquire regarding the use and retention of the recorded digital in-car video system, as given by Police Administrator Maggie Goodrich, was approved and transmitted to City Council.  Ms. Goodrich informed the Board in-car video is only available for public release through a court order or subpoena and the use of the video was limited by a Department Special Order to only be used as evidence in an investigation.  Ms. Goodrich added all video is retained for a period of five years with Motor Transport Division being responsible for the maintenance of the equipment. 

• The Department’s report, dated June 21, 2013, relative to the response of motion made during City Council’s consideration of the Fiscal Year 2013-14 budget, was approved.

• The Department’s report, dated June 21, 2013, relative to the revolving training fund budget for fiscal year 2013-2014, was approved and transmitted concurrently to the Mayor and City Council.

• The Department’s report, dated June 21, 2013, relative to the transmittal of the extension for the 2011 community oriented policing services Child Sexual Predator program grant, was approved and transmitted concurrently to the Mayor and City Council.

• The Department’s report, dated June 21, 2013, relative to the reprogramming of funds within the 2011 Forensic Deoxyribonucleic Acid (DNA) backlog reduction program, was approved and transmitted to the Mayor.

• The Department’s report, dated June 14, 2013, relative to the Memorandum of Agreement between the Los Angeles Police Department and the University of Southern California regarding training of University of Southern California Public Safety officers, was approved.

• The Department’s report, dated June 21, 2013, relative to the Operations South Bureau Gang Enforcement Detail command accountability performance follow-up inspection (IAID No. 11-144A), was approved.

• The Department’s report, dated June 21, 2013, relative to the release of the request for proposals for canine veterinary services, was approved.
