The owner of the property should be prosecuted for murder because he or she did not get the proper building, electrical or plumbing permits for the conversion. Also I'll bet $ that the owner did not declare the income from the illegal rental unit on his or her income taxes. This is called income tax evasion. Also the LA County assessor would be interested to know that the property was two units instead of one. The mortgage company and the insurance company would also be interested in knowing that the property was illegal. The surviving victims should sue the property owner and the mortgage company for wrongful death.
