Notes from the April 10, 2018 Weekly Police Commission Meeting

Commission Vice-President Matthew Johnson opened the meeting and a quorum was established. Commission President Steve Soboroff joined the meeting later.

All Consent Agenda items were unanimously approved.

The Department gave a verbal report relative to the status of the Cops for Kids Program.

Department’s Report, dated April 5, 2018, relative to the response to Public Safety Committee Relative to Reported Hate Crimes and Religious, Ethnic or Racially Motivated Violence, Council File No. 17-0256, as set forth. [BPC #18-0109] was approved.

Department’s Report, dated April 4, 2018, relative to the Public Safety Motion on LAPD BMW i3 Project, as set forth. [BPC #18-0124] was approved.

Department’s Report, dated April 4, 2018, relative to The Los Angeles Police Department’s Mid-Fiscal Year 2017/18, Risk Management and Harm Reduction Strategy Status Report, as set forth. [BPC #18-0125] was approved.

Chief Beck reported on significant incidents, including the 3rd Annual Run to Remember, the half-marathon and 10k athletic event at The Grove. This year’s event included more than 5,000 participants, largely from LAPD, the public, Sheriff’s Department, along with other allied agencies.

Chief Beck reported on a traffic accident on April 10, involving a LAPD vehicle and produce truck. The produce truck driver turned in front of the LAPD vehicle containing two officers. Both officers are in stable/good condition, and are expected to be released without major injuries.

Chief Beck also reported on an officer-involved shooting on Monday, April 9 in Topanga Division. Officers became aware of a stolen vehicle report via a LowJack hit. Officers attempted to detain the vehicle and its driver. The driver exited the vehicle and fled on foot. While in an alley, the suspect fired multiple rounds at the Officers. Officers returned fire, striking and killing the suspect. One Officer sustained one gunshot wound to the upper leg, while the other Officer sustained scrapes and bruises. A .38 caliber pistol was recovered at the scene, and body-worn video camera recorded the incident.

Chief Beck provided updated crime statistics. Chief Beck reported more than 10,000 sworn personnel, approximately 3,000 civilian personnel, and 1,799 cadets.
