Notes from the December 20, 2011 Weekly Police Commission Meeting

•    Assistant Chief Early Paysinger talked about the crime reduction efforts of the latter part of 2011. He mentioned he sent out an email to command staff that there are only 11 days left in 2011. He said there has been an overall reduction in PART I crimes, including homicides, sexual assaults, robbery, aggravated assaults, along with property crime.

•    Chief Paysinger discussed Chief Beck’s efforts to have good supervisors assigned to working out in the field.  He will sign the transfer today that has the promotions of 13 sergeants and 11 lieutenants.

•    This is the last meeting of the year. Next meeting is Tuesday January 10, 2012.

•    Special presentation was held recognizing LAPD officers for their outstanding efforts during the removal of Occupy LA protestors from the City Hall Park.  In his 36 years of service, Assistant Chief Paysinger said he has never seen a more strategic and refined way of dealing with a large crowd.  The Department showed an amazing demonstration of leadership and restraint as he considered it LAPD’s finest hour.

Chief Jose Perez commented he told his officers the world would be watching.  He said it was a young force not exposed to this experience and the officers were very proud of themselves the day after.  He said in his 28 years of service this is the second proudest moment with the Department.  His first was when he graduated from the police academy.

Chief Michel Moore thanked everyone involved, and was honored to have worked with command staff in what he considers a defining moment in LAPD history.
   
Police Commissioner Saltzman commented he has worked with the Department for many years and is very proud to work with the Department at this point in time.

Commissioner Alan J. Skobin commented said it was a major accomplishment for the Department. He listened on police radio for 5 hours the night of the event and has had many proud moments with the Department since 1967 when he was an explorer. He told the officers present they are the best police department and best police officers anywhere.

•    The Department’s report, dated December 14, 2011, relative to the donation of Travel expenses, valued at $5,470.00, from the Los Angeles Police Foundation, for three students and one faculty member from Northwestern University to travel to Los Angeles to analyze and explore the use of TASERs in the Los Angeles Police Department, as set forth. [BPC #11-0454]  approved the Department’s report and accepted the donation.

•    The Department’s report,, dated December 14, 2011, relative to the donation of Ammunition, valued at $1,845.00, from the Valley Traffic Advisory Council, to be utilized for training purposes, for the benefit of the Valley Traffic Division, as set forth. [BPC #11-0455]  Recommendation(s) for Board action: approved the Department’s report and accepted the donation.

•    The Department’s report, dated December 14, 2011, relative to a monetary donation of $2,500.00, from the East Valley Police Activity League Supporters, to be utilized to support holiday events, for the benefit of the North Hollywood Area Cadet program, as set forth. [BPC #11-0457] approved the Department’s report and accepted the donation.

•    The Department’s report dated December 14, 2011, relative to a monetary donation of $2,500.00, from Target Corporation, to be used to help fund the implementation of a Learning Center, for the benefit of the West Los Angeles Area Youth Services, as set forth. [BPC #11-0458] Recommendation(s) for Board action: approved the Department’s report and accepted the donation.

•    The Department’s report dated December 14, 2011, relative to a monetary Donation of $680.00, from the Los Angeles Philharmonic Association, to be utilized to Purchase food for the cadets and pay for recreational activities, for the benefit of the Newton Area Cadet Program, as set forth. [BPC #11-0456] Recommendation(s) for Board action: The Department’s report

•    The Department’s report  follow-up verbal report and discussion, regarding the Department’s report, dated November 18, 2011, relative to the Request for Approval of Selected Vendors to Perform Forensic DNA Analysis. [BPC #11-0438] Recommendation(s) for Board action: 1. APPROVE the Department’s report and TRANSMIT to the Mayor and City Council.

•    The Department’s report dated December 20, 2011, relative to the Transmittal of the Community Oriented Policing Services (COP) 2011 Child Sexual Predator Program (CSPP) Grant, as set forth. [BPC #11-0451] Recommendation(s) for Board action: 1. APPROVE the Department’s report and TRANSMIT to the Mayor and City Council.

•    The Department’s report dated December 8, 2011, regarding the Response relative to the Donation Approval Process Inspection, Third Quarter, FY 2010/11 (IAID No. 11-016), as set forth. [BPC #11-0453]  is subject to Department revisiting in 30 days.

•    The Department’s report dated December 9, 2011, relative to the Juvenile Arrest, Booking, and Charging Reports Audit Second Quarter FY 2011/2012 (IAID No. 11-083), as set forth. [BPC #11-0452] Recommendation(s) for Board action: 1. APPROVE the Department’s report.


•    The Department’s report dated December 14, 2011, relative to a monetary Donation of $100.00, from Chol Su Kim, to be utilized to purchase food for the Olympic Area Cadets, for the benefit of the Olympic Area Cadet Program, as set forth. [BPC #11-0459]

•    Recommendation(s) for Board action: 1. APPROVE the Department’s report and ACCEPT the donation.
