Officer-Involved Shooting in Torrance

Los Angeles: Los Angeles Police Department (LAPD), Force Investigation Division (FID) is investigating an officer-involved shooting that occurred in the city of Torrance.

On February 7, 2013, at around 5:15 a.m., LAPD officers, during the course of searching for Dorner, engaged in an officer-involved shooting.  Officers received information that a vehicle matching the description of the suspect’s vehicle was seen in the area of the protection details.  

Later, officers observed a vehicle matching the description driving down the street weaving from one side of the street to another.  As the vehicle continued to weave, it would speed up and slow down.  The vehicle then activated its high-beam headlights as it approached closer.  Officers tried to approach the vehicle and an officer-involved shooting occurred.  Two individuals in that vehicle were hit by gunfire; both were transported to a local hospital.  One has a minor gunshot wound; the person was treated and released.  The second person is in stable condition with two gunshot wounds.

Los Angeles Police Department, Force Investigation Division (FID) responded to the incident and will be handling the investigation of the officer-involved shooting.  

The investigation will ultimately be reviewed by the Chief of Police, Office of the Inspector General, and The Board of Police Commissioners for compliance with the Department’s use-of-force policy which states that an officer’s use-of-force actions must be objectively reasonable.  Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the officer-involved shooting.

This is hard to fathom for me. What are the LAPD's ROE?? It appears no warning was given. I'm sure a thorough investigation will bring out the truth. I believe Chief Beck should resign his position effective immediately. The fact that a former LAPD Police Officer has not only turned into a raving lunatic, but also is calling out the department on a number of issues. Regardless, the idea that a former LAPD police officer is committing these atrocious, heinous crimes is a red flag and all of the the circumstances surrounding this tragedy need outside oversight. I still believe Chief Beck should resign his position.

Shooting at innocent civilians, whats new with the LAPD...

This is despicable and out of line with the high integrity we expect from professional officers. The official story thus given does not even add up... the bullet holes (well over 100 rounds) are in the back of the pick up truck... the story given states that "the vehicle then activated its high-beam headlights as it approached closer.... Officers tried to approach the vehicle and an officer-involved shooting occurred." For such a serious citizen involved shooting the details are far from anything other than contradictory and vague. We deserve to know the truth!

It seems that your statement here is intended to give the impression that the two latina women who were shot, Margie Carranza, 47, and her mother, Emma Hernandez, 71, were up to something nefarious. You never state that they were engaged in entirely innocent, legal activity.

I can only hope that the attorney for these two women will use your libelous statements against your organization in an entirely justified lawsuit.

You ambushed two innocent women with gunfire and tried to kill them. Your actions are criminal and terroristic. Justice demands that your organization be held to account.

It's no surprise that Dorner worked for your organization. He terrorizes people just like you do. Same old, same old LAPD.

The officers involved in the shoot-first attack on 2 women in Torrence should be arrested and brought to trial for attempted murder! They have proven that the LAPD has a "shoot to kill" out on Dorner, and have also shown how corrupt and inept the department is. The LAPD apparently is exactly as Dorners manifesto states. Clean up your house!!!

As a former, tax paying, 18 year resident of california, I have to ask the police chief and everyone under his watch if you have all lost your minds? I completely understand everyone is on the highest alert to find & KILL THIS DORNER GUY! But your departments reckless endangerment of tons of innocent bystanders while the whole trigger happy force is shooting first & questioning later is letting this crazy win! His manifesto on Facebook says he is doing this in response to being fired for not going along with the Program of standard police brutality. So why is the lapd so stupid that their response is to ramp up brutality

Chief Beck & The LAPD,

As a 31-years senior-ranking RETIRED U.S. Air Force Commissioned Officer, I do NOT condone or support the actions and killings perpetrated by Chris Dorner! Yes, he need to be brought to justice; BUT, by an outside law enforcement agency ONLY with no axe to grind with Mr. Dorner! However, please be advised that considering the history of the LAPD, the allegations levied against the LAPD in former Navy Lt. Dorner's manifesto; and, more importantly how the LAPD is shooting first and asking questions later, as evidenced by innocent civilians vehicles being shot up WITHOUT warning, I firmly believe that your leadership Chief Beck is FLAWED! Leadership, good or bad, permeates throughout an organization! What is the LAPD trying to hide by silencing Mr. Dorner? COVERUP! Quite obviously, the so-called adjudication process regarding Mr. Dorner's allegations against the LAPD was flawed and prejudicial in favor of the LAPD, especially since the victim whom was kicked by Sgt Evans showed bruises and signs of bodily police brutality, which furthermore confirmed the allegations levied by Mr. Dorner! If this case had been handled properly from the beginning, this current fiasco would not be occurring! Nothing has changed in the LAPD since the beating of Rodney King! The American public is not fooleld by the actions of the LAPD! DISGUSTING!

The eyes of the world are transfixed on LAPD. We here on the east coast USA are watching as this tragic saga and the ensuing manhunt regarding suspect Christopher Dorner unfolds. The fact that he has eluded capture for so long with the multitude of resources devoted to his apprehension, compounded with 2 'mistaken identity' police shootings on innocent citizens is unfortunate for LAPD. The majority of comments, posts and opinions appearing on news articles and social media, etc.(including this blog) are mostly cynical of the handling of this situation thus far.
However, the moderator of this blog (LAPD, I presume) is to be applauded for permitting comments critical of LAPD to be posted here , so long as they are not obscene or disrespectful to any victims.
Re-opening the case regarding the alleged use of force reported by former officer C. Dorner is also step in the right direction and helps to support Chief of Police Charlie Beck's claim of "transparency" within the department.
Truthfulness regarding the events regarding the recent shooting of the newspaper delivery people is in order as well.
Hopefully this manhunt will reach its conclusion soon and things can return to normal for the people of California. Our thoughts and condolences go out to the families of the victims.

Christopher Doner is my hero for standing up to police brutality and corruption. Isn't it againts the law to shot innocent people no matter who you are??!!

I'll bet these Officers who feel like they have the authority to shoot at vehicles without identifying the occupants first, will not be held accountable, will not face criminal charges (like you and I would), and will be right back on the streets. I am white and I drive a Corvette so they might mistake me for Christopher. I'm scared.

I will preface this by saying I do not agree with the killings Dorner has commited. I have read the manifesto and believe that actions speak louder than words. It is obvious that there is gross misconduct with the LAPD and that many that are currently in law enforement should not be. I know that the intent is to kill on sight so that the truth can be buried and those involved in inappropriate behavior can again be free to run wild with the badge to protect their wrong doings. All of you involved or just too scared to speak out against what you seen within your walls should be highly ashamed as you have created what you are now in fear of. It is almost laughable to see the excuses and justifications to the shootings of these innocent people while trying to "apprehend" Dorner, oh sorry I meant kill on sight. Hello, Doner had year's to tell his story if he was done wrong in the police dept. he didn't have to handle it by shooting. An eye for an eye He get's what he deserves. he knew before he started shooting what would happen to him. Hello he was a cop. If one of these people who were killed were one of your family members. you would wan't him dead so quit talking about justice.

Have the LAPD or any cops apologized for this disgusting act of police brutality on innocent citizens who are weaving in traffic because they are delivering NEWSPAPERS!!!! I used defend police officers and even wanted to become one. Over the years that viewpoint has changed drastically for me. I have never been arrested and have a clean record.I am finding out that my viewpoint seems to be growing. I am white as well.

The women were shot in the back without warning but the lapd statement was the truck drove toward them. The officers fired 100 rounds without warning or even a perceived threat. Not to mention that the truck did not match the description of the suspects truck. The shots were
Ment to kill not to disable. They were looking to murder the occupents of the truck and should be charged with attempted murder because that was their intentions.

Dorner didn't live to talk about it. He could have surrendered himself but didn't.
I was born in Los Angels in 1959 and have seen a lot of LAPD controversy. More then I wish I have seen. I am not always happy about how LAPD reacts to whats happening.
But...mostly they get it right.. I have to say KUDOS to the LAPD for keeping the PSYCHO Dorner off the force in my city. I am glad he wasn't hired here. Someone in the LAPD recognized he was the wrong guy for the badge. Dorner was a murderous time bomb waiting and the LAPD figured it out.
+1 for the LAPD this time. They knew that Dorner was a creep.

As a former LAPD officer, when I heard the story, I thought the media as they often do, had mistakenly reported the officers as being from LAPD, when in actuality they might have been from Torrance PD or some other agency. It is common place for other southern california police agencies to do something wrong and LAPD get blamed for it in the media. As an officer who confronted armed gunmen on the streets on a weekly, sometimes daily basis in LA, it was hard for me to fathom how such well trained officers could shoot someone without seeing a weapon, much less getting the sex and vehicle make completely wrong. The LAPD officers I worked with kept a cool head under fire, and fired only when they saw a gun and were imminently in danger. As a former officer, I know to hold judgement as the true facts are rarely reported by the media accurately or at all, however despite that, I don't see how the officers could possibly have screwed up so bad.

So today is one month since
LAPD shot 47yr old and 71yr old hispanic women delivering newspapers in Torrance. Two officers unloaded 102 bullets in a blue truck because these women looked like a 300 lb black man in a black different truck. It must be because they were blinded by those headlights.... when they shot them in "THE BACK" of the truck that "MATCHED" the description. The LAPD is sorry that Dorner made them do this... and so the "Pilar of Police Responsibility" promises that the LAPD will replace the truck that these people use to work and earn a living and support their family... It's 3/7/13.... they haven't got around to replacing the truck but have excuses...

They are back-pedaling on the $1 Million dollar reward they have the cash for but think the different departments of officers doing their jobs should share in... but not worried about the truck belonging to the lives they have destroyed ...

They should be using police cars and those ragity "well trained" LAPD officers who didn't kill them deliver the papers for them... not on paid vacsation.

With their 102 shots that missed and hit houses and trees... they should be banned from ever carrying a gun and fired just for wasting department resources on ammo alone... gang-bangers doing drive-bys have a better hit to miss ratio.

I say if the public accepts an internal LAPD investigation into the LAPD breaking the law then from now on when they pull you over for speeding you should be allowed to write your own tickets and if they show up to your house with a search warrant then you should be able to search your own house for evidence of the crime you are accused of and decide if you should arrest yourself
