48-Year-Old Missing Man

Los Angeles:  The family of Bobby Talley and the Los Angeles Police Department Missing Person’s Unit are asking for the public’s help to find him.

On August 25, 2014, around 12:30 p.m., Mr. Talley left his residence near the 1500 block of North Martel Street.  Mr. Talley was last seen around 3:00 p.m. at a Starbuck’s Coffee business in the 1400 block of Lincoln Boulevard, in the City of Santa Monica.  Mr. Talley suffers from a traumatic brain injury and has not returned home.

Mr. Talley is described as a 48-year-old White male with brown hair and blue eyes.  He stands 6 feet tall and weighs about 180 pounds. Mr. Talley was wearing a tan short sleeved dress shirt, black pants and black shoes.  He walks with a cane and wears glasses.

Officer-Involved Shooting in Southwest Area

Los Angeles:  On Tuesday, August 12, 2014, around 9 p.m., Southwest Area plain clothes officers assigned to the Narcotics Enforcement Detail were monitoring the area of 9th Avenue and Jefferson Boulevard when they observed a narcotic transaction.

As officers took the buyer into custody, they noticed the second suspect (the seller) had left the scene.  Officers searched the surrounding area and saw the suspect (later identified as Jonathan Christian) on 10th Avenue and Jefferson Boulevard.  Officers attempted to stop the suspect, at which time he ran to the rear of the 2900 block of Jefferson Boulevard.  Officers followed the suspect and saw him climb a fence.  Police Officer II Brett Rutkowski, Serial No. 40190, ordered the suspect to comply with his commands.  The suspect then jumped down the fence and lunged towards Officer Rutkowski, at which time an officer involved shooting occurred.

Los Angeles City Fire Department paramedics responded to the scene and transported the suspect to a local hospital, where he was listed in stable condition.

No officers were injured.

Force Investigation Division responded to the incident and will conduct a thorough investigation of the officer-involved-shooting.

The investigation will ultimately be reviewed by the Chief of Police, the Office of the Inspector General and Board of Police Commissioners for compliance with the Departments use-of-force policy, which states that an officer’s use-of-force actions must objectively reasonable.  

Additionally, the Los Angeles County District Attorney’s Justice System Integrity Division will conduct a comprehensive review of the facts of the officer-involved-shooting.

LAPD Seeking Public’s Help in Identifying Parties in Physical Altercation

Los Angeles:  On August 26, 2014, approximately 10:30 p.m. Los Angeles Police Department Pacific Division officers responded to a radio call to investigate two people fighting in the area of Ocean Front Walk at Venice Beach.  When officers arrived to the location, all involved parties had left the scene.  

A community member then posted video footage of the incident on YouTube.com and Pacific Division Detectives have been conducting an investigation in order to identify the parties involved.  They are also asking for any witnesses to the incident to notify detectives.

Notes from the August 26, 2014 Weekly Police Commission Meeting

PC meeting 08-26-14

•    Police Commissioner President Steve Soboroff stated he attended a community meeting along with Chief Charlie Beck and Chief Earl Paysinger on Tuesday. During the meeting community members spoke about their concerns and perception about the Department. Commissioner Soboroff stated he was proud of the Department for having numerous representatives present, for listening and for understanding the issues voiced by the community.

•    Chief Paysinger stated it was very beneficial for the Department in many ways to hear from members of the public and hear their concerns. He felt the Department has come a long way in regard to community relations but more needs to be done. Chief Paysinger informed the Board that the Department continues to maintain crime reduction numbers, Homicide is down 6.1%, Part I crime is down 4.7%, total Property Crime is down 6.8%. Robbery is down 3.8%. Violent crime increased by 5.9%, and Sexual Assaults are higher by 8.5%.

•    The Inspector General’s Report, dated August 13, 2014, relative to the review of the Los Angeles Police Department’s Early Warning System as presented by Inspector General Alex Bustamante was approved. The Los Angeles Police Department maintains as its central database the Training Evaluation and Management System II (TEAMS). TEAMS functions as an Early Warning System (EWS) that alerts the Department when sworn officers exhibit potentially problematic behavior. In this review the Office of the Inspector General examined the effectiveness and efficiency of the EWS.

Based on the review it appears that the EWS requires a substantial time commitment from Department personnel while providing limited predictive capabilities. The OIG recommended the Department review the EWS and modify the system to remedy some of these concerns. The Department has shared similar concerns as those identified by the OIG in its review, and has asked an independent researcher from Justice & Security Strategies, Inc. (JSS), to conduct a comprehensive evaluation of TEAMS II. The Police Commission asked the Department to report back on a quarterly basis on the progress of the evaluation.

•    The Commission received a verbal presentation and update from the Mission Area Commanding Officers and Community Police Advisory Board (C-PAB), Area Captain Todd Chamberlin, Patrol Captain Lee Sands and Co-Chair Betty Ley. Mission Area C-PAB goals are to help improve the communication between citizens and the Department. Currently pamphlets are utilized in order to increase membership recruitment. Mission Area C-PAB focuses on nectivity between the different entities involved in the community such as clergy council, and security council. The different groups involved are able to communicate and share information on issues which effect the community.


•    The Department’s report, dated August 22, 2014, relative to the motion by Councilmember Mitchell Englander regarding the feasibility of implementing a “Medina Alert” system in Los Angeles. The “Medina Alert” will issue alerts when a severe or fatal hit and run collision occurs. The Commission approved and transmitted the report to the Public Safety Committee.

•    The Department’s report, dated August 16, 2014, relative to the Recommendation for the Medal of Valor was approved.

•    The Department’s report, dated August 22, 2014, relative to the Field Training Officer Selection and Training Audit (IAID No. 13-093), was approved.

•    The Department’s report, dated August 19, 2014, relative to the Grant Extension of the 2012-2013 Anti-Human Trafficking Task Force Program was approved and transmitted to the Mayor and City Council.

•    The Department’s report, dated August 22, 2014, relative to the Sick/Injured-On-Duty-Coordinator Audit (IAID No. 13-087) was approved.


Pedestrian Dies after Being Struck by Metro-Link Train

Los Angeles:  On Friday, August 22, 2014, around 4:30 p.m., the train operator for a Metro-Link train was traveling from Union Station to Riverside.  The train was traveling southbound, at a speed of 40 to 45 miles per hour.  The train operator observed a male Hispanic, approximately 25 to 30 years of age, walking southbound down the middle of the tracks.

As this was occurring, the southbound train operator observed another Metro-Link train traveling northbound on the tracks just west of his train. The unidentified pedestrian did not notice the Metro-Link train as it approached him from the rear.  The southbound train operator activated his horn, but the pedestrian did not turn around or step off the tracks.  The southbound train operator activated his emergency brakes, while continuing to activate his horn, but the pedestrian did not respond, possibly due to the noise created by both trains.  This resulted in the southbound train colliding with the pedestrian. The impact from the collision caused the pedestrian to be launched in a southeast direction, where he collided with the gravel railroad corridor. The southbound train slowly came to a complete stop just south of the collision.   The pedestrian sustained extensive blunt force trauma to this chest, legs, and head and was pronounced dead at the scene by Los Angeles Fire Department Paramedics.

This investigation is being handled as a death report, due to its occurrence outside of a roadway and on Metro-Link’s right of way.  It is being handled by Detectives assigned to Central Traffic Division.

44-year-old Missing Man

Los Angeles:  The facility caring for Kenneth Reed and the Los Angeles Police Department are asking for the public’s help to locate Mr. Reed.

Kenneth Reed was last seen on August 24, 2014, around 10 p.m., in the 1700 block of Temple Street in the City of Los Angeles.  Mr. Reed’s facility is concerned that he has not returned or been located.

Mr. Reed is described as a 44-year-old Black male with black hair and brown eyes.  He stands 6 feet 2 inches tall and weighs about 140 pounds.  Mr. Reed was last seen wearing a red sweater and black pants.

Traffic Collision Results in Double Fatality

Sylmar:  On August 22, 2014, around 7:30 p.m., a double fatality injury traffic collision occurred near the intersection of San Fernando Road and Sunshine Canyon in the Sylmar area of the San Fernando Valley.

The victims were passengers in a black 2005 Nissan 300Z traveling southbound San Fernando Road, when the vehicle they were riding in lost control and swerved into the northbound lanes of San Fernando Road. The passengers in the vehicle sustained major injuries and were pronounced dead at the scene by Los Angeles Fire Department personnel. The driver of the vehicle, identified as Eldridge Salguero, an 18-year-old resident of Van Nuys, sustained major injuries and was transported to a local hospital by Los Angeles Fire Department personnel. The names of the victims were withheld pending notification of next of kin.

The other driver, identified as Suh Min Kyung, a 44-year-old resident of Castaic, was traveling northbound San Fernando Road when her vehicle, a silver 2013 Honda Odyssey van, was struck by the Nissan. An 11-year-old child was a passenger in the van at the time of the collision. The driver of the Honda and the child sustained minor injuries and were transported to a local hospital by Los Angeles Fire Department personnel.

Three Homicides in the San Fernando Valley May Be Related


UPDATE

The investigation is being handled by Los Angeles Police Department Robbery Homicide Division detectives along with Los Angeles Sheriff Department Homicide detectives. The time and manner of these three crimes have led Detectives to believe that they are all linked.

Correction: There were 5 victims on the 1400 block of Celis Street. Three suffered gunshot wounds, another victim was gravely injured and another died at the scene from the injuries sustained.

The victim at the 12900 block of Filmore Street was a Female Hispanic approximately 50 years of age.

The suspect vehicle is a gold or tan SUV. Suspects were described as two male Hispanics with no further information.

Upon arrival at the 13000 block of Borden Avenue (Sylmar Recreational Center), officers found the victim a Male Hispanic between 25 and 35 years old with a gunshot wound. The victim died at the scene.

On August 24, 2014, around 6:45 a.m. Foothill Division officers responded to the 1200 block of Fillmore Street and found the body of an Hispanic Female, who had died from a gunshot wound to the head.

The suspect vehicle is described as a tan (light colored) SUV with tinted windows. There is no further description of the suspect(s).

LAPD Responds to $5 Million Settlement with the Family of Man Shot after Vehicle Pursuit

Los Angeles:  The Los Angeles City Council today announced that a $5 million settlement has been reached to compensate the family of Mr. Brian Beaird.  The settlement was reached to resolve any damage claims made by Mr. Beaird’s family.
 
On December 13, 2013 at approximately 10:15 p.m., Newton Patrol Division uniformed officers were involved in a vehicle pursuit of a Chevrolet Corvette for reckless driving.  The vehicle pursuit terminated when the Corvette struck a vehicle in the intersection of Olympic Boulevard and Los Angeles Street.  When the suspect exited his vehicle, an officer-involved shooting (OIS) occurred.  No weapon was recovered. Mr. Beaird was transported to local hospital where he was pronounced dead.       
 
“This was a terrible tragedy and I want to express my heartfelt sorrow to the Beaird family. I am truly sorry for their loss,” said LAPD Chief Charlie Beck.  “The investigation into this Officer Involved Shooting has not yet been completed, and until I have all the facts presented to me I cannot make a judgment or discuss what may happen to the involved officers.”
 
It is anticipated that the investigation will be presented to the Board of Police Commissioners within the next 90 days.  The officers involved in this incident have been assigned home pending the outcome of the investigation.
