27-Year-Old Missing Woman

Los Angeles: The family of Leigh Holly Ishcomer and the Los Angeles Police Department's Missing Persons Unit are asking for the public's help in locating her.

Leigh was last seen on February 5, 2016, in the 500 block of San Pedro Street, in the city of
Los Angeles. She has not been seen or heard from since, and her family is extremely concerned for her welfare.

Leigh is described as a 29-year-old female Black with black hair and brown eyes. She stands
5 feet 2 inches tall and weighs approximately 160 pounds. She was last seen wearing black and white pajamas and "flip flop" sandals with a gold strap.

38-Year-Old Critical Missing

Los Angeles: The Family of Kasey Luscious and the Los Angeles Police Department’s Missing Persons Unit are asking for the public’s help in locating her.

Kasey was seen on March 30, 2016, leaving a hospital in the 9400 block of San Fernando Road, in Sun Valley. She was taken to the 1900 block of S. Longwood Avenue in the City of Los Angeles around 2:40 p.m. and has not been seen since. Her family is extremely concerned for her safety. Ms. Luscious suffers with poor mental condition and not familiar with the Los Angeles area.

Kasey is described as a 38-year-old female African American. She has a dark complexion with black curly hair. She may have a knot of lump on her head. She stands 5 feet 10 inches tall and weighs approximately 170 pounds. She was last seen wearing a black shirt with dark blue jeans. She was also wearing large studded earrings and carrying a purse.

36-Year-Old Missing Man

Los Angeles: The family of Julian Gaona and the Los Angeles Police Department's Missing Persons Unit are asking for the public's help in locating him.

Gaona was last seen on March 25, 2016, in the 800 block of North Avenue 63 in the city of Los Angeles. He has not been seen or heard from since, and his family is extremely concerned for his welfare. Gaona has dementia and suffers from various medical issues that require medical attention.

Gaona is described as a 36-year-old male Hispanic with black hair and black eyes. He stands 5 feet 4 inches tall and weighs approximately 90 pounds. He was last seen wearing a black jacket, beige shorts and black "Vans" tennis shoes.

Commissioner President Matthew Johnson opened the meeting and a quorum was established. Consent Agenda items were unanimously approved.  There were no police commission comments.

Chief Beck reported there is an 1.7% increase in Part I crime compared to last year.  Largest increase is in gang homicides in Central and South Bureau with a reduction in West and Valley Bureau.  There are 9,907 sworn police officers, 2,693 civilian employees, under 400 LAPD Reserve officers, 372 specialist volunteers, 60 chaplains, and 7,410 LAPD Police Cadets.

Verbal Presentation and update from the Commanding Officer and Community Police Advisory Board (C-PAB) representative regarding community initiated problem solving, crime strategies, and other programs and goals within the Hollenbeck Area.

Department’s Report, dated March 24, 2016, relative to the Confidential Informant Package Audit as set forth, approved the Department’s report and Executive Summary.

Department’s Report, dated March 25, 2016, relative to the grant award acceptance for the Fiscal Year 2015-16 AB 109 Funds – Public Safety Realignment, as forth, approved the Department’s report and transmitted concurrently to the Mayor and City Council.

“Micky” The Dog Taken From His Front Yard

Los Angeles: The Los Angeles Police Department's Van Nuys detectives are asking for the public's help in providing any information that would lead to the arrest of the suspects responsible for the theft of "Micky".

On March 26, 2016, the victim saw her dog for the last time in the 1300 block of Erwin Street in Van Nuys. She went to look for her dog "Micky" and couldn't find him. The victim reviewed her surveillance system and saw that a suspect picked up "Micky" from the front yard and walked out onto the sidewalk. The suspect was then met with another suspect and they both walked away eastbound on Erwin Street with "Micky".

The first suspect is described as a female Hispanic, with brown hair stands approximately 5 feet 3 inches tall, and weighs approximately 160 pounds. She was wearing a light colored shirt, dark pants, and sandals.

The second suspect is described as a female Hispanic, stands approximately 5 feet and 3 inches tall, weighing approximately 130 pounds and was wearing a striped shirt and dark pants.

Theft Turns into Homicide

North Hollywood: Shoplift turns into one victim being critically injured and the second victim being murdered.

On March 25, 2016 at around 9:00 am., hours North Hollywood uniformed patrol officers responded to a radio call of an, "Ambulance ADW stabbing," in the 5300 block of Laurel Canyon Boulevard. Upon arrival they observed two victims on the ground who had suffered multiple stab wounds.

During the investigation officers discovered the suspect had entered a local store, removed items and left without paying for the items. Both victims followed the suspect outside and attempted to retrieve the stolen items from him. The suspect produced a knife and stabbed both victims and fled westbound from the location.

The responding officers located and arrested the suspect a few blocks away from the location.

Los Angeles Fire Department personnel responded and transported both victims to a local hospital. The male victim later died from his injuries and the female victim is in critical condition.

The identity of the male victim is being withheld pending notification of his family.

On March 21, 2016 around 10 p.m., Monica was last seen in the 9800 block of Whitaker Avenue in the City of Northridge. Monica's family is extremely concerned for her safety since she has not returned home.

Monica is described as a 36-year-old female Asian with brown hair and brown eyes. She stands 5 feet 5 inches tall and weighs around 105 pounds. She was last seen wearing a dark grey shirt, dark color yoga pants, and blue jean jacket. Monica is believed to be driving a grey 2004 Ford Escape SUV with California license plate 6YKE416.

Ramon was last seen on March 20, 2016 in the 500 block of 105th Street in the City of Los Angeles. His family is extremely concerned for his safety.

Ramon is described as a 70-year-old male Hispanic with grey hair and brown eyes. He stands 5 feet 5 inches tall and weighs approximately 140 pounds. He was last seen wearing a grey jacket, "NY" hat, and grey tennis shoes.

Notes from the March 22, 2016 Weekly Police Commission Meeting

Commissioner Vice President Steve Soboroff opened the meeting and a quorum was established.

Commissioner Soboroff asked everyone in attendance to stand in a moment of silence for the victims and families of the terrorist attacks in Brussels. Commissioner Soboroff thanked first responders and medical groups for their ongoing efforts. Consent Agenda Item was unanimously approved. There were no police commission comments.

Chief Beck reported the LAPD has increased patrol and presence at critical infrastructure and transportation hubs. Chief Beck has been in contact with all his direct reports including the L.A. County Sheriff’s and the FBI. The LAPD will continue to monitor the status of the investigation in Europe and make the City of Los Angeles the safest it can possibly be. At this time there has been no nexus to Los Angeles identified and will continue to monitor very closely.

This past weekend, Chief Beck participated in Baker to Vegas in one the 264 teams that competed in the 120 mile relay race from Baker, California to Las Vegas, Nevada.

The LAPD Men’s Running Team, for the 5th straight year, were the overall winners of the 2016 Baker to Vegas. The elite team finished in 12 hours and 59 minutes. The LAPD Women’s Team won for a 6th consecutive year and beat other teams by more than an hour. Chief Beck said Baker to Vegas is a great event where the real benefit is the sense of brother and sister hood established between agencies that compete. Chief Beck provided a snap shot of overall Part I crime. Chief Beck reported the following personnel numbers: 9,905 sworn, 2,693 civilians employees, about 400 LAPD Reserve officers, 372 specialist volunteers, 60 chaplains, and 7,410 LAPD Police Cadets.

Los Angeles Police Department Recruit Officer Graduation Ceremony for Class 10-15

On Friday, March 18, 2016, the Los Angeles Police Department (LAPD) graduated 28 officers. These officers have completed 920 hours of rigorous training over the course of 24 weeks.  The graduation ceremony took place at the LAPD Administration Building Plaza and was attended by more than 500 family and community members.
