Hit and Run Leaves a Pedestrian Dead

 

Los Angeles: The Los Angeles Police Department West Traffic Division detectives are asking for the public's help in providing any information that would lead to the identification and arrest of the suspect involved in a hit and run collision that killed a female adult pedestrian.
On August 30, 2017, around 8:25 p.m., a fatal hit and run collision occurred on Wilshire Boulevard and Federal Avenue. The investigation revealed that the suspect's vehicle was traveling eastbound on Wilshire Boulevard and the pedestrian was crossing on the marked crosswalk. The driver of the vehicle struck the pedestrian and fled the scene without identifying themselves and did not render aid to the victim, as required by law.
Los Angeles Fire Department paramedics responded to the scene and pronounced the pedestrian dead.
The victim is a female in her fifties and identification is pending next of kin notifications.
On April 15, 2015, the City Council amended the Los Angeles Administrative Code and created a Hit and Run Reward Program Trust Fund. A reward of up to $50,000 is available to community members who provide information leading to the offender's identification, apprehension, and conviction or resolution through a civil compromise.

Notes from the August 29, 2017 Weekly Police Commission Meeting

Commissioner President Matthew M. Johnson opened the meeting and a quorum was established. He announced there will be a police commission community meeting on Tuesday September 19, 2017, from 6:30 to 8:30 p.m. It will be held at Edwin Markham Middle School Auditorium, 1650 East 104th Street, Los Angeles, CA 90002.

Continued from July 25, 2017 – Election of Officers. Continued again to the next regular Police Commission meeting on September 12, 2019.

All Consent Agenda items were unanimously approved.

Department’s Report, dated August 17, 2017, relative to the recommendation to award the Medal of Valor for bravery to Sergeant Jesus Garcia, Serial No. 33022, Central Traffic Division, as set forth. [BPC #17-0330] was approved.

Department’s Report, dated August 28, 2017, relative to the transmittal of the grant application and award acceptance for the 2017-2018 Real Estate Fraud Prosecution Grant, as set forth. [BPC #17-0331] was approved.

Department’s Report, dated August 23, 2017, relative to the Ethics Enforcement Section Quarterly Report, Second Quarter, 2017, as set forth. [BPC #17-0332] received the Department’s report and direct the Office of the Inspector General to submit an analysis of this report along with any appropriate recommendations to the Board.

First Assistant Chief Michel Moore provided the Report of the Chief of Police on behalf of Chief Charlie Beck. Chief Moore extends his thoughts and prayers to the people of Houston and surrounding area dealing with the aftermath of hurricane and tropical storm Harvey. On Sunday, Chief Moore contacted Art Acevedo, Chief of Houston Police Department, to offer support and thoughts to public safety first responders in protecting citizens. Chief Moore is proud the city is participating in a task force made of first responders, firefighters, and citizen volunteers that are now on the ground in Texas.

Chief Moore reported an Officer Involved shooting that occurred on August 22 at the 5500 block of Lindley Avenue in the San Fernando Valley. The suspect was wanted on the murder of his wife and kidnapping of his 9-year-old son who was the subject of an Amber Alert. Chief Moore provided a year to date update on Part I A crime. Chief Moore reports total sworn personnel on payroll is 10,001, on the way to full sworn staffing at 10,033; civilian personnel are at 2,855 with 471 civilian vacancies; 400 reserve officers; 275 specialist volunteers, and 2,172 police cadets.

Officer Involved in Shooting in Pacific Division

**The following information is based on a preliminary and ongoing investigation, which continues to evolve as investigators interview witnesses, review physical and electronic records, and analyze forensic evidence. The Department's understanding of the facts and circumstances may change as additional evidence is collected and analyzed**

Venice Area: On August 4, 2017, at around 8:30 pm, Pacific Area uniformed officers responded to a radio call to "keep the peace" in the 800 block of Venice Boulevard, a single-family residence. The person reporting (PR) and the suspect, later identified as Todd Hurlburt, lived together and were boyfriend and girlfriend.

The officers responding to the radio call met the PR outside of the residence. She told the officers that Mr. Hurlburt was breaking her personal property inside. The officers proceeded to the front door to initiate contact with Mr. Hurlburt.

As the officers made initial entry into the residence, Mr. Hurlburt was seen sitting in a chair across the room with his back to the officers in possession of a rifle. Mr. Hurlburt ignored verbal commands from the officers to drop the rifle. He stood up and turned in their direction with the rifle. This resulted in an Officer-Involved Shooting (OIS).

A Los Angeles County Fire Department Rescue Ambulance (RA) responded and transported Mr. Hurlburt to Ronald Reagan UCLA Medical Center where he was pronounced dead.

No officers were injured during this incident.

An AR-15 rifle was recovered at the scene and booked into evidence.

LAPD's specialized Force Investigation Division (FID) responded to the scene and began interviewing witnesses and collecting forensic evidence. A representative from the Office of the Inspector General and the Los Angeles District Attorney's Office responded to the scene. The complete investigation will be reviewed by the Chief of Police and the Board of Police Commissioners to determine whether the use of deadly force complied with LAPD's policies and procedures. Additionally, representatives from the Los Angeles County District Attorney's Office who responded to the scene, will review the subsequent FID investigation; evidence collected and witness statements to determine if the force used by the officers(s) was reasonable.

Officer-Involved Shooting in Hollywood Division

 

Update: The officer involved in the below incident has been identified as Police Officer II
Edward Agdeppa, Serial No. 41000.

Hollywood: On July 27, 2017, around 11:00 a.m., Hollywood Area officers responded to a radio call, "man with a gun," located in the 1700 block of Whitley Avenue. Upon their arrival, the officers were told that the suspect, later identified as Jerauld Phillip Hammond, was on the second floor, in the hallway armed with a gun. The officers responded to the second floor and were directed to Hammond's room. The officers knocked on Hammond's door and requested that he exit. After approximately 10 minutes, Hammond opened the door, pointed a handgun in the officers direction and an Officer-Involved Shooting occurred. Hammond, who was believed to have been struck by gunfire, closed the door, barricading himself inside.
Metropolitan Division SWAT officers were requested and responded to the location. After repeated requests for Hammond to exit his room, SWAT officers subsequently made entry into Hammond's room and discovered him deceased on the floor.
No officers were injured during the incident and three firearms were recovered at scene.

Exchange of Gunfire Leaves One Man Dead in the Melrose District

 

Los Angeles: Los Angeles Police Department West Bureau Homicide detectives are seeking the public's assistance in identifying the suspect, or suspects, responsible for killing a 27-year-old man.

On August 28, 2017, around 5:45 p.m., an undercover police officer was patrolling in the area of Melrose Avenue and Sierra Bonita Avenue when he heard numerous gunshots fired.

The undercover officer located a shooting victim in the street. The victim had suffered numerous gunshot wounds, and there was a firearm near his body.

Los Angeles Fire Department paramedics responded and pronounced the victim dead at the scene.

The suspect is described as a male Black between the ages of 20-25 years old. He stands approximately 5 foot 10 inches to 6 feet tall and was wearing a dark jacket. The suspect was seen driving away in a black SUV, east through the alley just south of Melrose Avenue.

The motive of this shooting is unknown, and possibly gang related.

Man Shot to Death Van Nuys Parking Lot

 

Van Nuys: Los Angeles Police Department Valley Bureau Homicide detectives are seeking the public's assistance in identifying the suspects responsible for killing a 37-year-old man.

On August 27, 2017, around 11:50 p.m., Van Nuys Area patrol officers responded to an "ADW Shots Fired" radio call in the 14900 block of Raymer Street. When they arrived, officers observed a vehicle in the parking lot with multiple bullet holes. A victim was inside the vehicle, in the driver's seat, with multiple gunshot wounds.

Los Angeles Fire Department paramedics responded, and transported the victim to a local hospital where he was pronounced dead.

Preliminary investigation revealed the victim drove to the parking lot to complete a drug transaction. As the victim waited in his vehicle, two suspects drove up and exited their vehicle. There was a quick interaction between the victim and the suspects, at which time the suspects shot the victim multiple times while he was still in the driver's seat. The suspects fled in an unknown direction.

The suspects are male Hispanics and they fled in a dark vehicle.

Husband Sought in the Stabbing Death of His Wife

Aurielo Teran has been located and is Custody

Ventura County: A Ventura County Sheriff's sergeant, responded to a radio call of a "Pedestrian on the Roadway". The individual (later identified as suspect Aurelio Teran) was transported to a local hospital. The sergeant recognized the suspect as the person being sought for the murder of his wife, Teran was then placed under arrest.

Van Nuys: The Los Angeles Police Department's Van Nuys Homicide detectives are asking for the public's help in providing information that would lead to arrest of 39-year-old Aurelio Teran. Mr. Teran is wanted for the stabbing death of his 31-year-old wife.

On Sunday, August 27, 2017, around 6:15 a.m., Van Nuys patrol officers responded to a radio call of an "Assault with a Deadly Weapon" (ADW) in the 4900 block of Woodman Avenue.

When the officers arrived at the location, they found the victim suffering from multiple stab wounds. The victim was transported to a local hospital where she later died from her injuries.

The motive for the stabbing is unknown. The knife, believed to be used by Mr. Teran, was recovered at the scene. Mr. Teran fled the location in a Gray, Ford Pick-Up truck, CA license plate number 8E94842. Mr. Teran is described as a male Hispanic, black hair, brown eyes and stands 5 feet 8 inches, weighing approximately 125 pounds.

Critical Missing 16-Year-Old Male NR17248sr

 

Daniel Hernandez was found in the city of North Hollywood in good health and is reunited with his family.

Pacoima: The family of Daniel Hernandez and the Los Angeles Police Department's Mission Area Juvenile Detectives are asking for the public's help in locating him.

On August 23, at 6:45 p.m., Daniel and his mother were attending a school meeting in the 9400 block of Remick Avenue. Daniel became upset at the outcome of the meeting, left the school and has not been seen since.

Daniel suffers from a pre-existing medical condition and takes various medications for these conditions. His mother is worried for his health and safety. Daniel did not take any of his medication with him.

Daniel is described as a 16-year-old male Hispanic with black hair and brown eyes. He stands 6 feet 1 inch tall, has a heavy build, dark complexion and weighs approximately 310 pounds. He was last seen wearing a blue "L.A Dodger" hat, gray "Dodger" jacket, tan shorts, and white tennis shoes. He also has scars on his forehead and the knuckles of his right hand. Daniel frequently visits his girlfriend in the North Hollywood area.

Proposed Drone Program

On Wednesday, August 23, 2017, the Los Angeles Police Department held a series of community meetings throughout the city seeking public input on a proposed drone program.  

The consensus among attendees was that the Department needs to enhance its efforts in reaching the public on multiple social media platforms, thus affording a fair opportunity for citizens to express their opinions on small Unmanned Aerial Systems (sUAS), commonly known as small drones.  In response, the Los Angeles Police Department invites members of the public to send their comments via e-mail to [email protected].  This invitation and department e-mail address will be posted daily on the LAPDHQ Twitter account and LAPD Headquarters Facebook account until September 11, 2017.  The address will also be published on LAPDblog and will be e-mailed to E-Policing subscribers throughout the 21 LAPD  community police areas.
