Shooting Leaves 1 Dead

San Pedro: The Los Angeles Police Department's Harbor Area Homicide Detectives are seeking the public's assistance in identifying the suspect(s) responsible for the shooting death of a 21-year-old male Hispanic.
 

On November 26, 2019, at approximately 11:15 p.m., officers responded to an ambulance shooting call in the 1900 block of Meyler Street. Upon arrival, officers were directed to the victim who was suffering from a gunshot wound.

The victim had just left a party and was on the east sidewalk when an unknown suspect fired multiple rounds in the victim's direction, striking him and causing him to fall to the ground.
 
Two female victims were also stuck by gunfire. Those two victims were transported to a local hospital and are expected to survive.
 
Los Angeles Fire Department paramedics responded to render aid. He was transported to a local hospital, where he died from his injuries. The suspect's vehicle was not seen and the detectives do not have any leads as to the suspect(s) identity.

Parental Child Abduction

Los Angeles: The Los Angeles Police Department Southwest Division Detectives are asking for the public's help in locating an abducted 6-year-old boy named King Antwine.

King had been removed from his mother's custody after an investigation conducted by the Department of Children and Family Services (DCFS). King was placed with a foster family, however, King' mother was allowed monitored visitation.

On November 26, 2019 at approximately 1:30 p.m., Felicia Jones went to visit King and removed him from the foster care home located at the 1800 block of West 29th Street in Los Angeles.

Jones communicated with the foster parent via phone and text messages that she was driving on 15 Freeway in Arizona or Nevada.

On November 27, 2019 at approximately 7:00 a.m., Jones texted the foster parent that she was on her way back and was approximately 300 miles away. Jones' cell phone has been turned off since then.

King Antwine is described as a 6-year-old male Black, black hair, brown eyes, 4 feet tall, and weighing approximately 50 lbs. Was last seen wearing a blue shirt and blue jeans.

Felicia Jones is described as a 31-year-old female Black, brown hair, and brown eyes, standing 5 feet 3 inches tall, and weighing approximately 150 lbs. No further description.

Detectives Seeking Public’s Help in Identifying Murder Suspects NR19315ti

Van Nuys: The Los Angeles Police Department's Operations-Valley Bureau Homicide detectives are seeking the public's assistance in identifying the suspects responsible for the murder of 21-year-old man and attempt murder of a second 21-year-old man.

On Thursday, December 6, 2018, around 9:40 p.m., Van Nuys patrol officers responded to a radio call of a "Shooting Just Occurred with a Man Down" near the 7300 block of Vista Del Monte. Upon arrival, officers located Victim Osvaldo Hernandez lying in the courtyard of a residential apartment complex receiving CPR from civilian good Samaritans.

Matthew Sanchez, a second victim, was also located in the courtyard by responding officers. Both victims had sustained multiple gunshot injuries. Both victims were transported to a local hospital by Los Angeles Fire Department paramedics. Sadly, Victim Hernandez was pronounced dead a short time later. Victim Sanchez was admitted in serious condition.

There are two suspects wanted in connection with the investigation. The first suspect is described as a 14 to 17-years-old Hispanic male with a youthful appearance and a round head with no facial hair. He stands between 5 feet 4 inches and 5 feet 7 inches with a small build weighing around 130 pounds. He was last seen wearing a black beanie and dark colored, "Pro Club" Hooded sweatshirt.

The second suspect is described as a 22-year-old Hispanic male. He stands 5 feet 9 inches and weighs around 180 pounds. He was last seen wearing a dark colored sweatshirt and is said to have a light mustache.

The Los Angeles City Council has approved a reward of $75,000 for information leading to the arrest and conviction of the person or persons responsible for this crime.

Los Angeles: The family of Douglas James and the Los Angeles Police Department's Missing Person's Unit are asking for the public's help in locating Mr. James.

On November 5, 2019, around 8 p.m., Mr. James was last seen in the 800 block of Sepulveda in Harbor City. His family is concerned that he has not been seen or heard from since. He may be in need of medical attention.

Mr. James is described as a 62-year-old African-American male with black hair (bald) and brown eyes. He stands 5 feet 9 inches tall and weighs around 150 pounds. He was last seen wearing a black shirt and black pants.

DUI Traffic Collision Results in Double Fatality NR19314ml

Winnetka: The Los Angeles Police Department's Valley Traffic Division detectives are investigating a double fatality that occurred on Parthenia Street just west of Sunny Brae Avenue.

On Sunday, November 17, 2019, around 12:55 a.m., a 2007 Chevy truck with three occupants was travelling westbound Parthenia Street just west of Sunny Brae Avenue at a high rate of speed.

The Chevy truck drove into oncoming traffic, lost control, and struck two vehicles that were parked on Parthenia street along the south curb. The Chevy truck then continued in a northwest direction and overturned, causing all three occupants to be trapped inside the truck.

Los Angeles Fire Department paramedics responded to the scene and pronounced both male passengers, a 16-year-old and a 19-year-old dead.

The name of the deceased will not be released until next-of-kin have been notified.

The driver of the Chevy truck was driving under the influence, he suffered minor injuries and was transported to a local hospital for treatment.

He has been identified as Pablo Roman Trujillo Carrasco, 20 years of age. He was subsequently arrested and booked for 187(A) PC-Murder and is being held at Van Nuys Jail with bail set at $4,000,000.00.

Fatal Hit and Run Traffic Collision NR19312ml

Panorama City: The Los Angeles Police Department's Valley Traffic Division detectives are investigating a felony hit and run fatality that occurred on Nordhoff Street east of Tobias Avenue.

On Saturday, November 16, 2019, around 5:35 a.m., a dark colored vehicle was traveling eastbound Nordhoff Street at Tobias Avenue when it hit a pedestrian. The female pedestrian was walking southbound Tobias Avenue in an unmarked crosswalk when she was hit. Other passing vehicles also possibly collided with the pedestrian while she was on the roadway. None of the vehicles stopped or rendered aid to the pedestrian on the roadway. A good Samaritan driver going eastbound on Nordhoff Street did stop and called emergency dispatch to report the collision.

Los Angeles Fire Department paramedics responded to the scene and pronounced the pedestrian dead. She has been identified as Juana De Jesus Rodriguez, she was 69 years old and a resident of Panorama City.

Drivers are reminded that if they become involved in a collision, they should pull over and stop as soon as it is safe to do so, notify emergency services, and remain at the scene to identify themselves.

On April 15, 2015, the City Council amended the Los Angeles Administrative Code and created a Hit and Run Reward Program Trust Fund. A reward of up to $25,000 is available to community members who provide information leading to the offender's identification, apprehension, and conviction or resolution through a civil compromise.

Los Angeles Regional Internet Crimes Against Children Task Force Arrests Former Local TV Correspondent NR19310jl

Pacific Palisades: Investigators from the Los Angeles Police Department's Northeast Division began a child sexual exploitation investigation involving a nine-year-old child where inappropriate messages and photographs were shared between a child and a person believed to be Bruce Hensel. Since the contact was made by way of the internet - Internet Crimes Against Children (ICAC) detectives assumed investigative responsibility.

On Wednesday, October 16, 2019, around 1:30 p.m., personnel from the Los Angeles Regional Internet Crimes Against Children Task Force served a residential search warrant at the residence of Bruce Hensel located in the 17500 block of Tramonto Drive in Pacific Palisades.

On November 13, 2019, around 10:15 a.m., Bruce Hensel was arrested in the 9600 block of Santa Monica Blvd in connection with the ensuing investigation. Hensel was subsequently booked into the Los Angeles Police Department's Metropolitan Detention Center for 288.3(a)PC (Contact with a Minor with Purpose of Sexual Act) where his bail was set at $5,000.00.

LAPD newest Director for the Office of Constitutional Policing and Policy NR19308ml

Los Angeles: Today, LAPD Chief Michel Moore announced the appointment of Lizabeth Rhodes as the Department's newest Director for the Office of Constitutional Policing and Policy (OCPP).

As the highest-ranking civilian in the Department, Ms. Rhodes will oversee the operations of the Risk Management Legal Affairs Group, Ombuds, Audit Division, Legal Affairs Division, Risk Management and Policies Division, Governmental Liaison Section, and Strategic Planning Section.

The OCPP was born out of the Department of Justice's federal consent decree and was designed to further institutionalize the reforms prescribed during that federal oversight. "Constitutional policing is at the heart of everything we do in our police department," said Mayor Eric Garcetti. "Lizabeth will bring the knowledge and experience we need to uphold and build on the commitment we have made to all of our communities."

Ms. Rhodes will be responsible for the development of LAPDs policies and procedures, internal auditing and compliance programs, litigation involving the LAPD, the formation and implementation of the LAPDs long-term strategic plan and risk management strategies, as well as coordinating all local, state, and federal governmental and legislative affairs.

Chief of Police Michel Moore said, "With an impeccable record as a trial attorney and instructor in constitutional law Ms. Rhodes will provide critical insight for our command staff and more importantly play a key role as my senior advisor." He added, "I believe she will be outsanding in her role and following the success of her predecessors Mr. Arif Alikhan, also a former Asisstant US Attorney and Mr. Jerry Chaleff."

Mr. Chaleff served as the Department's first Special Assistant for Constitutional Policing under then Chief William Bratton and was a member of the search team for the new Director. Mr. Chaleff added that "Ms. Rhodes brings a unique and independent perspective to this Department's policies, procedures and practices, and will provide that important viewpoint to the conversation regarding the major issues facing law enforcement agencies today."

Ms. Rhodes is a graduate of Smith College in Massachusetts and earned a law degree from UCLA. She began working as an Assistant United States Attorney in 1997 in the Central District of California prosecuting a wide range of cases including narcotics trafficking, racketeering, money laundering, and firearms. These complex cases included numerous violent street gangs, organized criminal groups, and law enforcement officers who committed drug heists from drug dealers and a police evidence vault.

According to Board of Police Commissioners President Eileen Decker, "Liz Rhodes has dedicated her professional career to upholding the constitution, fighting corruption, and promoting ethics and integrity at every level of government.

She joins the LAPD with a breadth of experience that will well serve the department and residents of Los Angeles. I look forward to working with her in continuing to promote constitutional policing principles throughout the LAPD."

Robbery-Homicide Suspects Arrested NR19307ml

Los Angeles: On September 21, 2019 at approximately 10:40 p.m., West Valley Division Officers responded to a homicide at 18200 block Sugarman Street in Tarzana.

The murder was the result of an armed robbery which led to the murder of Jean Carlos De La Rosa, 24-years-old. Robbery-Homicide Division (RHD) Robbery Special Section Detectives assumed investigative responsibility for the case.

Detectives investigation revealed the following suspects were involved and are now in custody for a variety of charges to include robbery and murder:

1.Allen Asenuga, 24-years-old, from Houston, Texas
2.Michael Agboola, 28-years-old, from Houston, Texas
On Tuesday November 12th, the case was presented to the Los Angeles County District Attorney's Office for filing consideration. The following charges were filed:
1.Allen Asenuga - (1) count 187 PC/Murder, (2) counts 211 PC/Robbery, No bail.
2.Michael Agboola - (1) count 187 PC/Murder, (2) counts 211 PC/Robbery, $1,150,000 bail.

The case is still an active and ongoing investigation to determine if any additional crimes were committed.
Robbery-Homicide Division detectives have requested images of the suspects not be shared with the public. Release of the images would potentially impede the investigation.
